Monday, November 19th Pearland city council members will meet and consider proposed new massage parlor rules that focus on prohibiting parlor owners from covering their windows, limit operation hours to 9am-9pm, all doors to remain unlocked and buzzers are not permitted and permits shall be displayed.
The proposed revisions are designed to address concerns about massage parlors as fronts for prostitution. Town leaders say fears from citizens have emerged with the recent openings of several new storefront foot massage businesses in Pearland.
A study by the nonprofit advocacy organization, Children At Risk says more than 16,000 students in nearby counties attend school within 1000 feet of suspected illegal massage businesses. The group has mapped out massage parlor locations it identified as suspected illegal massage businesses.
Three of the mapped locations are located in Pearland.
